If the tattoo removal is a medical application, the scope of § 1 NiSV is not open, which is why the doctor's reservation no longer applies. But either way, a beautician must never remove tattoos. Because either she does it for cosmetic purposes - then the doctor's reservation applies. Or she's doing it for medical reasons, but she doesn't have permission to do it. It doesn't change that at all that she did a training course with a doctor.
